Ts. Dr. Rossly bin Salleh

Ts. Dr. Rossly bin Salleh is an experienced higher education leader, TVET professional, researcher, and consultant with over 36 years of combined experience in public service, technical and vocational education and training (TVET), institutional management, rural development, information technology, and research. He previously served as Rector of the University College of Agroscience Malaysia (UCAM), where he led academic administration, finance, student affairs, and institutional development. His leadership experience also includes serving as Chief Operating Officer of UCAM/Kolej RISDA Sdn. Bhd. and Head of Institute at Institut Kemajuan Pekebun Kecil Negeri Perak.

Dr. Rossly holds a PhD in Science and Technology from Universiti Sains Islam Malaysia (USIM), a Master of Science in Information Management, and a Bachelor of Business Administration (Hons.) in Marketing from Universiti Teknologi MARA (UiTM). His multidisciplinary expertise encompasses competency-based training, TVET programme development, academic governance, research methodology, data analytics, digital transformation, and rural entrepreneurship. He has also contributed to national skills development as an External Assessor for the Department of Skills Development Malaysia and as a member of the Malaysian Qualifications Agency (MQA) assessment panel. In addition, he was appointed Chairman of the Technical Working Group on Agro TVET Empowerment under the Ministry of Rural and Regional Development (KKDW).

Currently serving as Chief Executive Officer of RNH Consultant, Dr. Rossly focuses on consultancy, professional training, applied research, community development, and rural entrepreneurship. His research and professional contributions span agro-TVET transformation, graduate employability, digital empowerment, smart farming, food security, and data-driven programme evaluation. Combining strategic leadership with practical experience in education, technology, and rural development, he is committed to strengthening skills development, advancing evidence-based decision-making, and translating research into impactful programmes for institutions, industries, and communities.
